In Nevada is the landlord responsible for repairing a previously damaged irrigation system?

I recently rented a house with an irrigation system; at the time of the rental the system had not been de-winterized and once activated the leaks became obvious. The property manager ignored my phone calls and emails and the messages left with the staff at her office and I was finally told by a third party "it is what it is, it won't be fixed". Is the landlord responsible for the repairs needed to make the system properly operational or am I stuck with an unknown preexisting problem?
