1999 Honda XR100R Fuel leak, as a small engines mechanic, i am STUMPED.?

Your float is sticking. That's why u got gas running out the overflow hose.take the carb back off which is what I'd do and check the needle and seat on the back of the float make sure there's no gunk in there.u probably just have some trash though.BTW that little plastic thing goes in a certain way I think its useless when I had a xr100r I took the plastic thingy out.this was years ago and I was a kid so I don't know if it affected the power or not I know I rode it for a few yrs
