Can an employer raise your insurance premiums because you smoke?

My employer recently came out with a new health insurance plan, the add ons include higher prescription drug costs, higher deductibles and now if you are a smoker higher insurance premiums. Can an employer go beyond preexisting conditions and actually raise the rates because you are a smoker? In addition according to the plan the insured has to be smoke free for one year to lower the premiums
