If the Paul Ryan plan is so great for seniors and is meant to make it better, then why exclude those over 55?

Shouldn't they enjoy the same great Republican version of medicare that all 54 yr old with a preexisting conditions that can't even get private insurance now would enjoy in 10 years? Paul Ryan claims his plan better than the medicare system we already have and will serve the recipients, so why not test it out right now? Sen. Rand Paul voted against it because it doesn't reduce the deficit for 30 years! well if Ryan's plan took effect iimmediatelywouldn't all our current seniors be happy to see we finally reduced the deficit since Republicans claim tthat'sall everyone in the country really cares about and are willing to sacrifice for?...lol
