If an University is considering myself as an International student?

in spite of being a permanent legal resident, Does it mean discrimination? As an international student I would have access to less scholarship. Based on their own definition of international student, this concept is referring to students living in other country, or in the US without migratory status, but this is not my case. I'm immigrant legal resident. I have filled out the FAFSA, and I gave this University my SS#, and Alien number when I applied. Do you think that is fair they consider me as International Student?
