Isn't being free to NOT BUY health insurance just like being on welfare?

I'm fine with allowing individuals to not buy health insurance, on the condition that they accept full responsibility for the bill. They need to allow hospitals/health care providers to garnish wages, go after retirement and college savings accounts in order to get their money. Right now citizens are protected from all that, but once health insurance is available to all there is no excuse for allowing people to skip out on their bill.
